A small infrastructure upgrade has succeeded technically and failed philosophically.

Clock Tower Pigeon Avoids New Anti-Perch Rail by Standing Beside It

Maintenance workers fitted a short anti-perch rail above one Clock Tower maintenance plate today. The rail was intended to keep pigeons away from a narrow area where droppings were obscuring inspection markings.

Within nine minutes, a pigeon landed beside the rail. It stood on an adjacent ledge, approximately six centimetres from the prohibited surface, and remained there through the entire inspection. Workers agree the rail performed exactly as designed. They are less certain how to classify the result.

The maintenance plate is now clean and visible. No further action is planned. The pigeon returned after lunch and stood in the same place, suggesting either habit or an interest in compliance boundaries.
